League Rules

  1. The league to be called the MANCHESTER AND DISTRICT AMATEUR BOWLING LEAGUE.
  2. The league to be governed by a committee consisting of the following honorary officers: Secretary, Treasurer and Registration Secretary, plus one delegate from each of the affiliated clubs. Seven to constitute a quorum
  3. a) A general meeting shall be annually held on the second Thursday in January to commence at
    7.30pm.
    b) Each affiliated club will be allowed two votes in each and every election in this meeting.
    c) Failure of any club to be represented will result in a fine of £2.00 being levied.
    d) Delegate meetings, as constituted in rule 2, will be held on the second Thursday of each
    month except January and December. These meetings to commence at 8.00pm.
    e) Failure of any club to be represented will result in a fine of £1.00 being levied for each
    absence.
    f). All meetings to terminate no later than 10pm.
  4. A sub-committee be formed consisting of Four delegates, along with the league officials with power to deal with any protests, financial matters, handicaps, and any other business delegated to it by the general body. Members to be elected at the AGM, retiring members absent may be re-elected, providing written acceptance has been received.
  5. The treasurer shall deposit all monies of the association with a bank, and withdrawals shall only be made on cheques signed by the treasurer and one of the trustees. League entrance fees, cup entrance fees, pair’s competition entrance fees, League Handicap (minimum 4) entrance fees and match levies to be paid in full to the Treasurer by the June meeting of the current year. All outstanding accounts to be paid by the November meeting of the current year.
  6. a) The annual subscription shall be £14.00 per team
    b) Each team shall subscribe a minimum of £4.00 to the Veterans Handicap Fund.
    c) A levy of l5p per player per match including cup, trophy and pairs competition to be paid by each club. The money to go to the league funds.
    d) All clubs wishing to resign their membership must do so on or before the AGM, or forfeit their guarantee fee.
  7. Alterations to rules and notices of motions to be in the hands of the general secretary on or before the October meeting. All clubs to be circulated with the motions prior to the November meeting to enable full discussion.
  8. Allocation of the prize monies to be undertaken at the AGM prior to the season commencing.
  9. All League clubs to be affiliated to the G. M. B. A. All players taking part in League matches and all competitions must be registered with the B. C. G. B. A.
  10. a) That all fixtures and cup-ties organised by the league shall be strictly adhered to.
    b) All clubs must send a full team to each match, regardless of weather conditions, and no match to be postponed before 8.00pm on the day of the match.
    c) If the game is interrupted by inclement weather the actual scores to count on the replayed fixture.
    d) All Unfinished games in any match which has been interfered with by unfavourable weather or any other cause, also postponed matches, shall be re-arranged by the respective clubs as soon as possible. Notification of same sent to the registration secretary. The responsibility of initiating correspondence resting with the home club.
    e) Any games that have been started and are unfinished due to inclement weather, the clubs involved to send in score cards as they stand with the ten named players to the Fixture Secretary. When a game is rearranged, the ten named players to participate in the match (if possible).
    f) Any unfinished games in the match or games not started, to be played on the new arranged date without exception.
    g) If a match is started and some of the games played, and the team list is not complete when returned to the Fixture Secretary, a walkover to be given to the opponents for names not entered on the card.
    h) Any team who fails to be present for a cup or league fixture will result in a WALKOVER for their opponents unless prior arrangement has been made with the opposition and the Fixture Secretary.
  11. Only members properly registered by 31st July will be eligible to play in league matches, cup-ties or any events organised by the League.

  12. If for any reason a club plays an ineligible player:
    a) The player shall be deemed to have lost 21-0
    b) The original match score shall be amended accordingly and the points awarded on the basis of the amended result.
    c) The offending club shall be fined £2.00.
    d) The ineligible player and his opponent will not count the match and the actual result for league average purposes: A walkover shall be awarded to the registered player.
  13. The secretary of each club shall, at the March meeting, give a list in duplicate, of all the members of his club who are eligible to play in the League competitions, to the registration secretary, who will return one copy, duly signed, to the club.
    a0 Where a club has more than one team, registration lists to be made up showing the players mostly assigned to particular teams.
    b) The last date for registration is the 31st July. The registration fee is 13p per member.
    c) TRANSFER OF PLAYERS; A player can change registration to another club as long as:-
    i). He has not played for the original club.
    ii).A letter confirming transfer is sent to the registration secretary by both participating clubs to be received no later than 31st July.
    iii). A player shall not be allowed to make more than one transfer in a season.
  14. NEW CLUBS ENTERING THE LEAGUE. New clubs entering the league will have their team/teams placed in the division that the committee deem most suitable, for the first season.
  15. Should a member of the sub-committee be required to attend as officiator for team finals being played at the end of the season, expenses determined by the committee should be paid to that individual.
  16. Clubs shall provide standard blocks. Any club not complying will be fined 25p for each offence. Allocation of blocks as follows:
    League Matches - The Away Team.
    Cup Matches Except Pairs - The Away Team, except when two teams use the same
    green, or neutral greens when each team will have five.
    Pairs Matches - The away team except when two teams use the same
    green, or neutral greens when one team will have three
    and the other two decided by coin toss.
    Individuals Handicaps - Players toss for block.
    All greens shall be reserved for league matches and cup-ties.
  17. Only B. C. G. B. A. authorised measures to be used to measure an end and whilst the end is measured, players must stand away from the referees and not interfere.
  18. The Bert Burder Trophy to be presented to the best average of the division. This to be decided on points per game over the season.
  19. The maximum mark between a male and female bowler or male and Veteran bowler to be 40 metres unless both players agree to waive the rule.
  20. Any player or team not having a representative at the Presentation Evening forfeits any financial prize due to be paid on the night.
  21. Any dispute or complaint which requires a decision by the League management must be reported in writing to the League Secretary within seven days.

    The League secretary will notify the club against whom the complaint is made, by telephone and the matter discussed at the next delegates meeting, unless a decision is required earlier when a special committee meeting will be convened and all parties notified.

    All concerned parties should attend as failure to do so could prejudice their case.

    When the hearing is completed, the involved parties must leave the room whilst the committee decides on any action which is final and binding with no appeal.

    IF A CLUB / TEAM WIN THE LEAGUE OR THE SAME CUP COMPETITION FOR 2 CONSECUTIVE YEARS, A FURTHER HANDICAP OF 20 CHALKS (10 CHALKS FOR THE PAIRS), OVER AND ABOVE ANY HANDICAP GIVEN, SHALL BE IMPOSED THEN AN ADDITIONAL -10 HANDICAP (-5 FOR THE PAIRS) FOR EVERY YEAR FOLLOWING UNTIL THE FAIL TO WIN SAME AND THEN THEY SHALL START ON SCRATCH, PLUS WHATEVER HANDICAP ROUTINELY AWARDED BY THE MATCH SECRETARY..
